| Biography | Over the past 30 years, Dr. David has developed, implemented and taught healthcare technology management methodologies with unique focus on risk mitigation of medical devices and their accessories. Dr. David's expertise includes the completion of close to 100 investigations of adverse events associated with medical devices, including dozens of depositions and court testimonies as an expert. Integrating his professional qualifications as licensed professional engineer with certification in clinical engineering and in the field of forensic engineering and technology, Dr. David has established a distinguished technical and regulatory compliance knowledge. Prior to Biomedical Engineering Consultants, LLC, a firm providing expertise in healthcare technology life cycle management, regulatory compliance and forensic engineering services for hospitals and industry worldwide, Dr. David headed the Biomedical Engineering department and the Center for Telehealth at the largest medical center in the US. Dr. David holds academic adjunct appointments at the Baylor College of Medicine department of Pediatrics, at the University of Texas, School of Public Health and is also a visiting professor at the Tec de Monterrey school of Medicine in Mexico. Dr. David has been serving as member of several FDA advisory panels and is the recipient of the FDA commissioner's special citation as well as the recipient of the 2008 ACCE/AAMI Humanitarian Engineering award. He has served as adviser to the World Health Organization (WHO), the Pan American Health Organization (PAHO), and as president of the Center for Telemedicine and e-Health Law (CTeL) both in Washington, DC. David holds a B.Sc. in electrical engineering, an M.Sc. with focus o n biomedical engineering, and an Ed.D. in education, from West Virginia University. He is a licensed register professional engineer in Texas, and is internationally certified in clinical engineering. He served as the first president of the American College of Clinical Engineering (ACCE) and he is also president emeritus of the nonprofit Healthcare Technology Foundation. Dr. David presently serves as the Chairman of the International Federation of Biological and Medical Engineering Clinical Engineering Division. He has published numerous manuscripts and books including serving as the editor of Clinical Engineering (CRC Press). His areas of expertise include medical devices, biomedical engineering, telemedicine, risk mitigation, electromagnetic interference, medical equipment evaluation, integration and incidents investigation. |
